Base64 turns any bytes into plain letters, numbers, + and /, so they can travel in places that only allow text (email attachments, data links, some APIs). It is encoding, not encryption: anyone can decode it, so never use it to hide a password.
URL encoding replaces characters that have a special meaning in a web address (spaces, &, ?, #, accents) with a % and two hex digits, for example a space becomes %20. The text is treated as UTF-8, so accented letters and emoji round-trip properly.
Is Base64 encryption?
No. Anyone can reverse it in a second. Use it for transport, never for secrecy.
What is URL-safe Base64?
A variant that swaps + and / for - and _ and drops the = padding, so it can sit inside a web address or file name.
Why does decoding fail?
The text may contain characters outside the Base64 alphabet, be cut short, or decode to bytes that aren't valid text (for example a picture).
